F-5. IGA WITH MARICOPA COUNTY FOR SITE-SPECIFIC COMMUNICATION SYSTEM SITING Approve a site-specific Intergovernmental Agreement (IGA) FCD 2014A004 between Maricopa County (County) and the Flood Control District (District) to utilize District property at Miller Road and Interstate-10 for communication system siting. Under the terms of the Agreement, the District shall allow site-specific exclusive use of its property for the County System; the County shall adhere to the District right-of-way use permitting process. The property belongs to the District and is located near the District’s Buckeye 1 Flood Retarding Structure. The term of this IGA will be governed by FCD 2014A003 (G30165). The County and the District both utilize radios in their vehicles for communication purposes especially in areas where cell phone coverage is minimal. These radios require radio control tower facilities on real property. The District has property available for flood control purposes wherein a radio control tower could coexist. A location has been selected by the County for this purpose and the District has agreed that this is acceptable. Since the District will also benefit from the installation of the radio control facilities, it will not charge the County for the rental of District property. The County will work through the District’s right of way permit process to meet the District’s technical requirements for the placement of the tower facilities.
