F-1. IGA WITH ADOT FOR ROADWAY AND DRAINAGE IMPROVEMENTS AT THE LOOP 303 CROSSING OF MCMICKEN DAM OUTLET WASH Approve Intergovernmental Agreement (IGA) FCD2014A005 for the Loop 303 Crossing of McMicken Dam Outlet Wash (Wash) (Project [#202]) between the Flood Control District of Maricopa County (District) and Arizona Department of Transportation (ADOT). This IGA establishes responsibilities with respect to project construction, construction management and operations and maintenance. ADOT is responsible for enlarging the existing box culvert structure and for channelizing the Wash within ADOT rights-of-way to convey the 100-year flood. ADOT will also contribute $100,000.00 for the District to channelize the Wash within District rights-of-way to convey the Standard Project Flood. The IGA shall become effective when signed by the State’s Attorney General and shall expire 10 years from the date of recording or upon Project completion, whichever comes first. The District completed the Wittmann Area Drainage Master Plan in 2009, which recommended rehabilitation of McMicken Dam, the emergency spillway and principle outlet, the dam’s outfall channel, and the Wash. Conceptual plans for the McMicken Dam Rehabilitation Project include improved channelization at the Wash crossings, subject to revision during the engineering process. Under the terms of this proposed Agreement, ADOT will act as the lead agency for all Project responsibilities within District property within its roadway easement and will own, operate and maintain the Project within its roadway easement upon completion. The District will act as lead agency for all Project responsibilities, and own, operate and maintain the Project within District property outside of the roadway easement. This Agenda Item impacts Supervisorial District 4. (C-69-15-001-3-00)
