92. NOTICE OF GRANT AND AGREEMENT AWARD WITH NATURAL RESOURCES CONSERVATION SERVICE FOR BUCKEYE FRS NO. 1 PHASE 2B REHABILITATION PROJECT Approve acceptance of grant funds from the Natural Resources Conservation Service in the amount not-to-exceed $11,000,000.00 for the construction of Buckeye Flood Retarding Structure (FRS) No. 1 Phase 2B and authorize the District Director to sign grant documents. This phase will complete the overall rehabilitation of Buckeye FRS No.1. The grant award is non-recurring and noncompetitive and fulfills a mandated service. The grant period begins on 9/16/2020 and ends on 4/26/2023. Indirect Costs are non-recoverable and non-applicable and there are no subrecipients. The Flood Control District has a matching requirement of $7,676,944.48 out of the Total Estimated Project Costs of $18,676,944.48 and there are no future contributions anticipated. The Natural Resources Conservation Service (NRCS) is the federal cost share partner with the District for the rehabilitation of Buckeye FRS No. 1. Phase 1 and 2A have been completed under a previous Agreements with NRCS. Under this new Agreement and “Notice of Grant and Agreement Award” the District will receive up to $11.0 million in NRCS funding for Phase 2B. The design is nearing completion and the CMAR (Construction Manager at Risk) will soon provide their GMP (Guaranteed Maximum Price) to construct Phase 2B. With District approval of the GMP the contractor can begin construction. Phase 2B will complete the rehabilitation of the structure and consists of the construction of a soil cement east end closure, a structural concrete emergency spillway at the west end of the dam and a riprap lined stilling basin at the end of the principal spillway channel to mitigate scour.
