106. RESOLUTION FOR THE 2020 FLOODPLAIN MANAGEMENT PLAN Approve Resolution FCD 2020R004 adopting the 2020 Floodplain Management Plan (FMP) for Unincorporated Maricopa County. The Flood Control District participates in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS) on behalf of unincorporated Maricopa County. As a requirement of the CRS Program, the Flood Control District must update the FMP every five years. The 2020 update of the FMP was based upon input from a committee of staff from the Flood Control District, Planning & Development, other county departments, along with representatives from several incorporated communities, non-governmental organizations, the business community, and members of the public. The committee met five times during this process and announcements of each meeting were posted on the Flood Control District’s web site. Development of the FMP followed the process required by CRS: 1) review information and recommendations from the 2015 FMP, 2) update the assessment of the flood hazards and problems in unincorporated Maricopa County, 3) set Goals, 4) develop a program of possible activities, and 5) recommend a program of action items to be implemented. Two public open house meetings were held during the process. The first meeting informed the public and other stakeholders about the process and invited their input. The second meeting was to review the Draft version of the FMP and for the public and stakeholders to provide comments. The FMP has been available for review and comment on the Flood Control District’s web site, the formal review period was from 07/17/2020 to 8/7/2020. Funding for implementation of the FMP’s action items will be provided as resources permit under the Flood Control District’s operating and CIP budgets. The 2020 FMP will serve as a road map for addressing flooding issues in unincorporated Maricopa County for the next five years. The 2020 FMP’s action items can also be used with local communities, other agencies and entities throughout Maricopa County. This Agenda Item impacts all Supervisorial Districts. (C-69-21-045-X-00)
