113. CONTRACT WITH SMITH AND ANNALA ENGINEERING CO. Award Contract FCD 2021C019 Quality Assurance Management and Materials Testing to Smith and Annala Engineering Co. to provide Professional On-Call Services. The contract will be effective for 730 calendar days from the date of execution or the expenditure of $3,000,000.00, whichever comes first, with the option to renew for up to an additional 1,095 calendar days. The Flood Control District of Maricopa County (District) and Smith and Annala Engineering Co. will mutually agree to a detailed scope of work for each work assignment . This is a qualifications-based selection in accordance with the Maricopa County Procurement Code, Article 5, Paragraph 504 and Article 5 Procurement Procedures Manual, Chapter II – Section 2. This Agenda Item impacts all Supervisorial Districts. The goal of the On-Call Quality Assurance Management and Materials Testing Services contract is to secure professional quality management and materials testing laboratory services for use on the District’s capital construction projects and other technically-challenging dam safety rehabilitation projects to ensure that the District’s safety, scheduling, quality, and budgetary goals are achieved. Smith and Annala Engineering Co. will provide inspection, observation, coordination, investigation, analysis, laboratory testing, quality documentation, professional review, and professional evaluation on an as-needed basis in support of these goals.
