123. IGA WITH UNITED STATES GEOLOGICAL SURVEY FOR WATER MONITORING FOR THE LOWER GILA RIVER Approve Intergovernmental Agreement (IGA) FCD 2022A015, between the United States Geological Survey [Agreement #23ZFJFA00079400 (USGS)] and the Flood Control District of Maricopa County (District), for the period of October 1, 2022 to September 30, 2027, for collection of stream flow data on local watersheds throughout Maricopa County. The total cost of the IGA is $375,000 over five years. The District’s costs under this agreement will be $75,000 annually, with the USGS actively pursuing cooperative matching funds from the Urban Waters Federal Partnership, but this match is not guaranteed. If this project is selected, the proposal can be modified to either add more work that could be beneficial to the project or lessen the amount that FCDMC contributes. Payments from the District are to be made quarterly. The agreement covers costs associated with the maintenance, collection, and publication of collection of water-level and salinity information at five surface-water and six groundwater monitoring sites on the Lower Gila River. This agreement will allow data to adequately be analyzed for statistical trends spatially and temporally, and to better capture a range of flow regimes in the system, it is recommended to continue monitoring for at least five years. This effort will provide information critical to ongoing non-structural flood control efforts in these watercourse areas. The information generated by the USGS’s ongoing work is vital to the safety of Maricopa County residents, and to the continual flood mitigation efforts performed by the District.
