131. RESOLUTION FOR THE PECOS ROAD DRAINAGE IMPROVEMENTS PROJECT Adopt Resolution FCD 2022R002 for the Pecos Road Drainage Improvements Project (Project), authorizing the Director of the Flood Control District of Maricopa County (District) to include funds for Project implementation in the District’s current and future Five-Year Capital Improvement Program; to negotiate and prepare Intergovernmental Agreements for cost sharing, rights-of-way acquisition, design, construction, construction management and future operation and maintenance of the Project; to advertise, select, negotiate, and award contracts for Project engineering and construction services as appropriate. The Project area is located within the City of Mesa (City) and Pinal County generally along Pecos Road from Ellsworth Road to Meridian Road and south along Meridian Road to approximately ½-mile south of Germann Road. The proposed improvements were identified in the East Mesa Area Drainage Master Study/ Plan Update as being necessary to control flooding in the area. Once implemented, this Project will reduce the flood hazard by constructing a series of channels, storm drains, basins and associated drainage improvements. It is anticipated that the estimated cost for this Project is $30,000,000 which will be shared between the District and the City. This Agenda Item impacts Supervisorial District 2. 116. IGA WITH THE CITY OF MESA FOR PECOS ROAD BASINS AND STORM DRAIN IMPROVEMENTS Approve an Intergovernmental Agreement (IGA) FCD 2024A005 for Design, Rights-of-Way Acquisitions, and Utility Relocations of the Pecos Road Basins and Storm Drain Improvements (PROJECT) between the City of Mesa (CITY) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon PROJECT completion, whichever occurs first. Pecos Road Basins and Storm Drain Improvements (PROJECT) is located in the developed urban area within the City of Mesa (CITY). The PROJECT is intended to mitigate excess stormwater runoff that impacts existing and proposed residences and businesses by using new storm drains, basins, and other drainage features to convey stormwater to the Ellsworth Channel. The proposed improvements were studied as part of the East Mesa Area Drainage Master Plan Update (EMADMPU) prepared in November 2013, and in 2015 with a concept design contracted by the DISTRICT. The EMADMPU and the concept design provided solutions to mitigate the flood hazards in the area including the drainage improvements along Pecos Road from the Meridian Road alignment to Ellsworth Road. Project design, right of way acquisition and utilities relocation are the next steps for implementing the drainage improvements for this area, with the CITY as the lead agency. On January 25, 2023, the Board of Directors adopted Resolution FCD 2022R002 (C-69-23-030-X-00) to prepare an IGA for this project. The estimated cost for this Project is $16,000,000 and the PROJECT cost will be shared between the DISTRICT and the CITY 65%/35% making the DISTRICT cost share $10,400,000.
