143. IGA WITH CITY OF SCOTTSDALE AND CITY OF PHOENIX FOR DEER VALLEY CHANNEL CROSSING AT SCOTTSDALE ROAD PROJECT (Supervisory District No. 2) Approve Intergovernmental Agreement (IGA) FCD 2025A013 for the Deer Valley Channel Crossing at Scottsdale Road (PROJECT) between the City of Scottsdale (SCOTTSDALE), the City of Phoenix (PHOENIX), and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon Project completion, whichever occurs first. The PROJECT area is located within the City of Scottsdale. As the design for the Paradise Ridge Drainage Improvements Project evolved, it was determined that further improvements at and on the east side of Scottsdale Road were necessary to capture flows from the Deer Valley Wash and contain and convey them to the Paradise Ridge Improvements project channel, thereby further reducing the existing floodplain west of Scottsdale Road. The work at Scottsdale Road will require a new intergovernmental agreement amongst the DISTRICT, PHOENIX, and SCOTTSDALE to memorialize the roles and responsibilities of the PROJECT PARTNERS for the design and construction, and related activities for a box culvert crossing of Scottsdale Road and necessary improvements upstream of the box culvert including restoration of impacted landscaping and irrigation in the HOA rights-of-way pertaining to the PROJECT. Construction of this PROJECT is the next step in implementing the drainage improvements for this area. The estimated PROJECT cost SCOTTSDALE, PHOENIX, and DISTRICT are sharing is $3,800,000, and will be shared 50%/25%/25% between the DISTRICT and both Cities. The City of Scottsdale will operate and maintain the completed Project. This Agenda Item impacts Supervisorial District 2. (C-69-26-021-X-00)
