59. IGA WITH THE CITY OF BUCKEYE FOR DOWNTOWN BUCKEYE REGIONAL BASIN AND STORM DRAIN PROJECT (Supervisorial District 5) Approve Intergovernmental Agreement (IGA) FCD 2024A004 for Downtown Buckeye Regional Basin and Storm Drain project (PROJECT) between the City of Buckeye (CITY) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon Project completion, whichever occurs first. The PROJECT area is located within the City of Buckeye. The PROJECT is intended to mitigate flood damages to residential, commercial, and industrial properties, government buildings, and schools, while increasing traffic safety, and improving the community's flood insurance program rating. The Downtown Buckeye Regional Basin and Storm Drain project lies within the southern part of the Buckeye/Sun Valley Area Drainage Master Study (ADMS), which identified areas of flooding problems. The PROJECT will provide a Ten (10)-Year level of protection and will relieve historic Downtown Buckeye of frequent flooding occurrences by implementing storm drains, channels, retention basins, and an outlet infrastructure. The DISTRICT is participating in funding a portion of the storm drain system through this IGA with the CITY. Construction of this PROJECT is the next step in implementing the drainage improvements for this area. The estimated PROJECT cost the CITY and DISTRICT are sharing is $26,997,704, and will be shared 50%/50% between the DISTRICT and the CITY. The City will operate and maintain the completed Project.
