69. SECOND RIDER AND AMENDMENT TO CONTRACT WITH PARSONS COMMERCIAL TECHNOLOGY GROUP INC. REGARDING CCIP Approve Second Rider and Amendment to the Program Management Services Contract between Parsons Commercial Technology Group Inc. and Maricopa County through the Facilities Management Department. The purpose of this amendment is to reflect changes in Contract Requirements and General Condition documents regarding use of a Contractor Controlled Insurance Program (CCIP) instead of an Owner Controlled Insurance Program (OCIP). This amendment is effective from March 11, 2009 to February 29, 2012. All other terms and conditions of the Contract remain in full force and effect. The Second Rider and Amendment to January 4, 2008 Program Management Services Contract between Maricopa County and Parsons Commercial Technology Group Inc. regarding CCIP” updates the Contract Requirements and General Conditions (attached as Exhibits A & B in the December 17, 2008 amendment). The Contract for the design of the Court Tower Facility (3325-07-380), dated November 20, 2007, was approved by the Board of Supervisors on September 19, 2007. This project is located in District 5. 5. CHANGE ORDER TO PARCOMM PROGRAM MANAGEMENT CONTRACT FOR THE DOWNTOWN COURT TOWER PROJECT AND FIRST AVENUE JAIL DEMOLITION AND PLAZA EXPANSION Approve Change Order #4 to Parsons Commercial (Parcomm) contract No. C-70-08-024-5-00 (FMD-08-020) in an amount not-to-exceed $365,000 to add one year of additional services (July 1, 2010 through June 30, 2011) for the Assistant Program Manager and an allowance for selection of an artistic design sub-consultant for the Superior Court Plaza redesign in connection with the Downtown Court Tower project (3325-07-380). Funding for this change order is split between the two projects: Downtown Court Tower Project (JUST) and First Avenue Jail Demolition and Plaza Expansion (FAJD) in the Five Year Capital Improvement Plan. CHANGE ORDER TO PARCOMM PROGRAM MANAGEMENT CONTRACT FOR THE DOWNTOWN COURT TOWER PROJECT AND FIRST AVENUE JAIL DEMOLITION AND PLAZA EXPANSION Approve Change Order #5 to Parsons Commercial (Parcomm) contract No. C-70-08-024-5-00 (FMD-08-020) for the Downtown Court Tower Project (3325-07-380) in the amount of $368,190.00. This change order will allow PARCOMM to assist the Downtown Court Tower Team with the remodel and escalator addition to the Central Court Building lobby, Court Tower Food Services, Court Tower and campus wayfinding, and design management for the 1st Avenue Jail demolition and plaza reconstruction and refurbishment. 53. CHANGE ORDER NO. 7 TO PARSONS COMMERCIAL (PARCOMM) CONTRACT FOR THE DOWNTOWN COURT TOWER Approve Change Order No. 7 to Parsons Commercial (Parcomm) contract No. C-70-08-024-5-00 (FMD-08-020) for the Downtown Court Tower Project (3325-07-380) in the amount of $0. This change order will (1) extend the services of Asst. Program Manager Tom Perica until December 31, 2011, (2) allow Parsons to provide contractor schedule reviews, and (3) allow Parsons to add a Project Engineer (assistant) dedicated to assisting the project team and owner during the punch list review process. The additive cost for these services is $205,533.00. The cost for these services is offset by deductions in the total amount of $205,533.00 for the removal of the services associated with the 1st Avenue Jail Demolition and Plaza Construction and the related artist consultant allowance.
