56. GROUND LEASE AGREEMENT WITH H.R. VENTURES, LLC FOR TABLE MESA SITE Approve, and authorize the Chairman to execute, ground lease L-7460 with H.R. Ventures, LLC to establish a Maricopa County wireless communication facility in the vicinity of 2525 W. Table Mesa Road, New River, AZ. Also, authorize the Director of the County’s Wireless Communication Services Department to execute documents associated with the implementation and administration of this lease. Ground Lease L-7460 allows the County the right to develop a wireless communications facility on property owned by H.R. Ventures, LLC in the Table Mesa area. Establishing the new radio facility at the Table Mesa Site supports the communication coverage goals of the County’s Radio System Upgrade Project. The initial lease term will be ten (10) years commencing on January 1, 2016. The County has the right to renew this lease for a second 10-year term. The rent will be paid annually. The annual rent for the first year of the initial term will be $7,200 (plus applicable taxes) and the annual rent will increase approximately 2% per year thereafter. (C-70-15-006-1-00)

52. NEW LANDOWNER AND LICENSOR UNDER LEASE L-7460 Approve an administrative change to Ground Lease Agreement L-7460 to recognize FCI Holdings, LLC, an Arizona limited liability company, as the new landowner and lessor for the county radio tower site located southeast of Table Mesa Road and Interstate 17. This item is located in Supervisors District 3. Pursuant to Section 17 of Ground Lease Agreement L-7460, approved by the Board of Supervisors via C-70-15-006-1-00, the County received formal notice on October 29, 2018, that FCI Holdings, LLC is the new landowner and lessor via Assignment of Ground Lease Agreement. All rent payments and notices required under the lease shall be sent to FCI Holdings, LLC, Attn: Mr. Mike Fann, P.O. Box 4359, Prescott, AZ 86302. (C-70-15-006-1-01)

FIRST AMENDMENT TO GROUND LEASE AGREEMENT WITH FCI HOLDINGS, LLC (Supervisory District No. 3) Approve and execute First Amendment to ground lease with FCI Holdings, LLC to continue operating and maintaining a Maricopa County wireless communication facility in the vicinity of 2525 W. Table Mesa Road, New River, AZ. Also authorize the Director of the County’s Wireless Communication Services Department or the Director of the Real Estate Department to execute documents associated with the implementation and administration of this lease.
