65. 11074-SS, FMD JOC CONSULTANT Approve a sole source contract, 11074-SS, with Strategic Business Concepts, L.L.C. for the purpose of providing Job Order Contracting (JOC) consulting services to Maricopa County. The term of this Sole Source Agreement is for a period of one year with an effective date of June 1, 2011 and shall have 1(1) one-year option for renewal. The annual expenditure is a not-to-exceed amount of $25,000. The principal in Strategic Business Concepts, L.L.C., Gary Aller is the one of the original persons who was instrumental in the creation of the State Statutes that permit the completion of construction projects through JOC and the other alternative delivery methods authorized in Arizona. In addition to his consulting practice, Mr. Aller is the Director for The Alliance for Construction Excellence, part of the Ira A. Fulton School of Engineering at Arizona State University. Mr. Aller is uniquely qualified to provide these services and has provided the same services to numerous other governmental entities within Arizona. Services under the initial engagement of this contract will include; Review of JOC process & procedures; Review of JOC RFQ/RFP & Contract; cost estimating methodology guidance; JOC Manual development; coordination of comments & recommendations and employee training recommendations (C-73-11-136-3-00)
