11. EXPENDITURE APPROPRIATION ADJUSTMENT FOR COUNTY ATTORNEY CASE MANAGEMENT SYSTEM Reduce the FY 2014 County Attorney (190) RICO Fund (213) Non Recurring Non Project (0001) expenditure appropriation by $3,000,000 and create a new Non Recurring Project appropriation of $3,000,000 in the County Attorney (190) RICO Fund (213) called MCAO Case Management System 2 (CAI2). This project will encompass the acquisition of software, equipment, services, maintenance, training, and related costs for the purchase and implementation of a new case management system, PROSECUTOR by Karpel. Procurement of this system was approved by the Board of Supervisors on January 29, 2014 (C-73-14-038-3-00). This will result in a net-zero change to the County Attorney budget. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The receipt by the County Attorney’s Office of RICO funds are not considered “local revenues” for the purpose of the constitutional expenditure limitation because they have been included in the appropriation limitation of the expenditure limitation of the State, and thus, non-local pursuant to Arizona Constitution Article 9, § 20(d)(vi). This expenditure appropriation budget increase will allow the County Attorney to utilize accumulated fund balance for the one-time purchase and three-year start-up of a new case management system.
