49. OFFICE OF PROCUREMENT SERVICES REQUEST FOR REVIEW OVER THRESHOLD Per the Board approved FY2015 Budget Guidelines and Priorities, approve allowing the Office of Management and Budget to review the following request over threshold: Continued funding over base in the amount of $62,341 for one Contract Monitor position. The Board approved this position in FY10 as a non-recurring expenditure, and directed OMB to continue annual funding as long as the positions recovery efforts exceeded its costs. Since FY2010 the position has been responsible for collection of nearly $570,000 in vendor refunds. This position is one of two Contract Monitor positions that are responsible for the identification and recovery of vendor overpayments and for identifying control weaknesses and working with departments to enhance compliance and avoid future overpayments. OPS would also like to request that OMB be permitted to consider moving this position from non-recurring into the operational budget in FY2015. (C-73-14-047-M-00)
