71. FORENSIC TOXICOLOGY LAB TESTING SERVICES (190268-RFP) Approve the contract with National Medical Service Inc. DBA: NMS Labs for award at an estimate of $4,000,000.00 over three (3) years until June 30, 2022 with three (3) one-year renewal options. The effective date of the contract will be July 1st, 2019. The purpose of the contract is to provide to Maricopa County the ability to source postmortem forensic toxicology testing at a contractor’s facility. The testing will include all current testing processes and procedures with the ability to add new testing processes and procedures as they become available in the marketplace and/or the County has an identified need. Forensic toxicology testing is a required component of a medicolegal death investigation to determine if drugs/chemicals/poisons were present and allows physicians to analyze how those detected substances relate to the death of the individual. This contract will also provide the ability for all expert witness needs that the County may have related to this service or individual cases It is requested by the Medical Examiner that the Board of Supervisors approve the subject award to the Most Advantageous as recommended.
