78. 210089-CMR, EAST VALLEY ANIMAL CARE AND CONTROL (PHASE II) Approve and authorize the execution of a Phase 2, Construction Manager at Risk (CMR), construction contract between Maricopa County and Layton Construction, LLC in an amount of $36,177,272.00, to provide general construction services for the new East Valley Animal Care and Control facility located in Mesa, AZ.
