32. 260032-RFP, ARIZONA@WORK MARICOPA COUNTY YOUTH PROGRAM SERVICES Approve the contract for award between Maricopa County at an estimate of $928,166.00 over one year until June 30, 2027, with four one-year renewal options. The effective date of the contract will be July 1, 2026. Contract services are funded by Catalog of Federal Domestic Assistance (CFDA) WIOA Title I Youth-CFDA 17.259 and in accordance with 29 CFR 97.21 and contractors must remain in compliance with 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The contract replaces contract 210192-RFP Arizona@Work Maricopa County Youth Program Services which expires 6/30/2026. The purpose of the contract is to provide Maricopa County with services as identified by Workforce Innovation and Opportunity Act (WIOA) Youth Program Services. The services address employment and educational needs of County youth, with the exception of youth residing in the City of Phoenix. Youth participants are from one or more of the following categories: high school dropouts, justice involved, pregnant or parenting; in or aged out of foster care, homeless/runaway, have a disability, low income and basic skills deficient, and low income and/or English Language Learners (ELL). Recommended for Award: Empowering Services, LLC dba Family First Home Care of Arizona; LifeologyAZ Inc. dba Homeless Youth Shelter; and Melabiz Community Hub (C-73-26-026-X-00)
