39. MEMORANDUM OF UNDERSTANDING WITH THE AMERICAN SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS Approve the application and acceptance of grant funds from American Society for the Prevention of Cruelty to Animals (ASPCA) of Harrison, MI, in the amount of $70,000. These grant funds are for participation in the Carroll Petrie Foundation Dog Rescue Project through the ASPCA Community Outreach Program. Authorize the Chairman to sign all documents related to these grant funds. The term of the grant is from October 31, 2012 through May 31, 2013. This grant is non-renewable. Also, approve a revenue and expenditure budget increase to the Animal Care and Control (790) Animal Care and Control Grant Fund (573) Operating (0000) in the amount of $70,000. The Maricopa County Department of Finance has calculated MCACC’s composite indirect cost rate at 10.6%. The grant does not allow for recovery of indirect costs. The un-recoverable cost of administering this grant is estimated to be $7,420. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action requested does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Through a generous donation from the Carroll Petrie Foundation, the ASPCA is looking to help municipal organizations save 16,600 dogs before May 31, 2013. A subsidy of $50 per dog or puppy will be provided for each animal transferred to rescue groups, foster adoption groups and other shelters. The subsidy will only apply to lives saved above and beyond last year’s numbers. Maricopa County Animal Care and Control (MCACC) contracts with 120 rescue groups throughout Maricopa County and the State of Arizona. MCACC released to rescue throughout FY2012, known as the “baseline year”, 5,728 dogs and puppies. MCACC is committed to release 1,400 additional dogs and puppies during the grant year.
