49. FY2020 INCREASE TO NON RECURRING EXPENDITURE AUTHORITY FOR ANIMAL CARE AND CONTROL In accordance with A.R.S. §42-17106(B), authorize the following transfer of expenditure authority within the FY 2020 budget: 1.Decrease the expenditure authority for the Non Departmental (D470) Non Departmental Grant Fund (249) Non Recurring Non Project (NRNP) in the line "Unreserved Contingency" (4711) in the amount of $314,465. 2.Increase the expenditure authority in Animal Care and Control (D790) License and Shelter Fund (572) Non Recurring Non Project (NRNP) in the amount of $314,465. This actions will have a County-wide net impact of zero and they do not alter the budget constraining the expenditure of local revenue duly adopted by the Board pursuant to A.R.S. §42-17105. This action is necessary to provide expenditure authority for items funded in FY 2019 but will be completed in FY 2020. Two items funded in FY 2019 will now be completed in FY 2020. The first is the outfitting of four (4) new vehicles for Animal Care and Control's Field Enforcement program. The vehicles were ordered in FY19, but delivery was not made by the end of the fiscal year as anticipated. This request allows for these vehicles to be received in FY20. The original budget provided $356,071 for vehicles; $62,941 was expended in FY19 and the remaining amount of $293,130 is being requested in FY 2020. The second item is the completion of the Field Enforcement Cost Study by MGT of America Consulting. The task order was quoted at $64,000, of which $42,665 was expended in FY 2019. The request for $21,335 covers the remaining balance. (C-79-20-011-M-00)
