31. WAIVER TO DONATION POLICY A2508 FOR ANIMAL CARE AND CONTROL Approve a waiver for the Animal Care and Control Department (790) to section IV.B. of Maricopa County Internal Policy A2508 - Receiving Donations, requiring monthly reporting of donated funds to the Board of Supervisors for FY 2021-22. On September 15, 2021, Animal Care and Control was approved by the Board of Supervisors to create a budgeted Animal Care Donations Fund (575) to allow further transparency recognizing and accounting for materiality of in-kind donations, and the use of restricted and unrestricted funds donated by citizens and groups, for the benefit of Community and Shelter cats and dogs. The Animal Care and Control maintains segregated fund (575) approved annually by the Board during the budget cycle and requests a waiver to the monthly reporting policy under A2508 section IV.C. Per policy A2508, section IV.C. βAny Department that maintains a budgeted Donation fund may request an annual waiver to this policy utilizing the Board of Supervisors agenda process.β Animal Care and Control Department maintains the Animal Care Donations Fund (575), strictly for the receipt of funds gifted to Animal Care and Control. Public donations are used to support a variety of programs and services such as providing supplies or equipment to the shelter to support shelter pets, underwriting of public adoptions or return to owner fees, including microchips, adoption events, and other public outreach activities. Approval of the waiver will allow annual reporting which will include the date of the donation, the donor name, a description of the time, the value and whether the donation was restricted or non-restricted, as outlined in Attachment A of the policy. By August 1, 2022, Animal Care and Control will provide an annual report of all donations accepted during FY 2021-22 to the Board of Supervisors, the Clerk of the Board, Internal Audit and OMB.
