24. DONATIONS TRANSFER TO ANIMAL CARE DONATIONS FUND AND BUDGET ADJUSTMENT Approve the creation of the Animal Care Donations Fund (575) and transfer $316,532 revenue and expenditure authority from Animal Care and Control (D790) Animal Control License/Shelter Fund (572) to the newly created Animal Care Donations Fund (575). In addition, approve a one-time fund transfer of $35,351, to transfer restricted donations fund balance to the newly created Animal Care Donations Fund (575) to be used for specific purposes intended by its donors. Pursuant to A.R.S. §42-17106, approve the following adjustments to the FY 2022 Budget: 1) Decrease the revenue and expenditure appropriations for the Animal Care and Control (D790) Animal Control License/Shelter Fund (572) Operating (OPER) by $316,532. 2) Increase the revenue and expenditure appropriations for the Animal Care and Control (D790) Animal Care Donations Fund (575) Operating (OPER) by $316,532. 3) Increase the revenue and expenditure appropriation for the Animal Care and Control (D790) Animal Care Donations Fund (575) Non-Recurring (NRNP) by $35,351. 4) Offsetting revenue and expenditure adjustment for the fund transfer in the eliminations (D980) Eliminations Fund (900) Non-Recurring (NRNP). The Animal Care and Control (D790) accepts both restricted and unrestricted monetary donations and specific in kind donations. Donation funds are not local revenues for the purpose of the constitutional expenditure limitations and, therefore, expenditures of these revenues are not prohibited by the budget law. Approval of these actions will have an overall net impact of $0 to the County Budget and does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105.
