12. SUPERIOR COURT CASE MANAGEMENT SYSTEM Pursuant to A.R.S. § 42-17106, transfer FY 2010-11 expenditure appropriation in the amount of $1,225,000 from Non-Departmental (470) Non-Departmental Grants Fund (249) Non-Recurring/Non Project (0001) to Superior Court (800) Superior Court Special Revenue Fund (259) Non-Recurring/Non Project (0001). In addition, pursuant to § 42-17106, transfer FY 2010-11 expenditure appropriation in the amount of $400,000 from Non-Departmental (470) Non-Departmental Grants Fund (249) Non-Recurring/Non Project (0001) to Superior Court (800) Judicial Enhancement Fund (208) Non-Recurring/Non Project (0001). Approval of this action will allow the Judicial Branch to secure needed licenses and hardware to support the iCISng (Integrated Court Information System Next Generation) project as it replaces the current iCIS Court Case Management System (CMS). In Non-Departmental, the adjustment will be made in the line item "Potential Expenditures from Fund Balance" line. Approval of above action request will allow the Judicial Branch to secure needed licenses and hardware to support the iCISng project as it replaces the current iCIS Court CMS. iCIS is the enterprise CMS that is used by the entire Judicial Branch and was originally built in year 2000. It has grown to include modules specific to the following divisions and departments: Family, Civil, Initial Appearance, Pretrial Services, Criminal, Probate, Mental Health, Conciliation, Alternative Dispute Resolution, Justice Courts (25), Juvenile Detention, Juvenile Court, Juvenile Probation, Adult Probation, Lower Court of Appeals, Clerk of the Superior Court Financials, and many justice partners and supporting agencies. The current system is written in aging Microsoft software technology and runs on aging Hewlett-Packard hardware, both of which will no longer be supported. Therefore, it is critical that the Judicial Branch secure the needed licenses and hardware for the iCISng project as support is nearing its end on the current iCIS Court CMS technology. Without the upgrades the court information system is at risk for failure, loss of data, system down time, etc., which may in return cause lost cases and delayed court processing. The Court believes that the re-architected system can be viable for another eight-years – with a three to five year hardware refresh cycle. Additionally, the requested system aligns with the best practices used in the Judicial Branch and the Technology Advisory Committee (TAC), which is a standing subcommittee of the Commission on Technology (COT) at the Administrative Office of the Courts (AOC).
