17. RESOLUTION AUTHORIZING TRANSFER OF FUNDS FROM SUPERIOR COURT LAW LIBRARY FUND TO SUPERIOR COURT BUILDING REPAIR FUND Approve a Resolution authorizing a transfer from the Law Library Fund (261) to the Superior Court Building Repair Fund (280) in the amount of $595,000. Increase the scheduled transfer from the Superior Court Building Repair Fund (280) to the General Fund County Improvement Fund (445) by $24,633. Per A.R.S. § 42-17106(B), also approve the following budget adjustments: a. Approve an increase to the FY2018 Superior Court (D800) Law Library Fund (261) Non Recurring Non Project (NRNP) expenditure appropriation of $595,000 from $0 to $595,000. b. Approve an increase to the FY2018 Superior Court (D800) Building Repair Fund (280) Non Recurring Non Project (NRNP) revenue appropriation of $595,000. c. Approve an increase to the FY2018 Superior Court (D800) Building Repair Fund (280) Superior Court FY 2018 Projects (S181) expenditure appropriation of $563,455. d. Approve an increase to the FY 2018 Superior Court (D800) Building Repair Fund (280) Non Recurring Non Project (NRNP) expenditure appropriation by $24,633 from 195,000 to $219,633. e. Approve an increase to the FY 2018 Non Departmental (D470) General Fund County Improvement Fund (445) Non Recurring Non Project revenue appropriation by $24,633. f. Approve a decrease to the FY2018 Non Departmental (D470) Non Departmental Grants Fund (249) Non Recurring Non Project (NRNP) expenditure appropriation in the Unassigned Contingency Line (4711) in the amount of $563,455. g. Approve offsetting revenue and expenditure adjustments in the Eliminations (D980) Eliminations Fund (900) Non Recurring Non Project (NRNP) budget of ($619,633). These adjustments will fund additions, alterations and repairs to the various courthouse buildings in Maricopa County as approved by the Presiding Judge of Superior Court. These actions will have a County-wide net impact of zero and they do not alter the budget constraining the expenditure of local revenue duly adopted by the Board pursuant to A.R.S. § 42-17105. A.R.S. § 12-305(C) allows the use of the Law Library fund balance in excess of $3,000 to be transferred to a building repair fund for additions, alternations and repairs to a courthouse with the approval of the Board of Supervisors and the concurrence of the Judge of the Superior Court. The $595,000 of funds will be used initially to fund renovating the 3rd floor of the East Court Building (ECB) to accommodate the Civil Department and Human Resources Department operations and repay the General Fund County Improvement fund for the unspent balance of FY 17 funds provided for the Law Library Resource Center.
