63. AGREEMENT AND FUNDS FROM MARICOPA ASSOCIATION OF GOVERNMENTS FOR PM10 MONITORING SITES Approve the agreement and acceptance of grant funds from Maricopa Association of Governments, Grant No. n/a, in the not-to-exceed amount of $75,235. These grant funds are for covering the cost of establishing five temporary monitors upwind of the West 43rd Avenue monitor site. The grant award begins on January 19, 2010 and ends on September 30, 2010. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the Air Quality Department or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Air Quality Department 's composite indirect cost rate at 17.8%, or $13,392. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $13,392. Also, approve revenue and expenditure appropriation adjustments to the FY2009-10 Air Quality Department (850) Air Quality Grant Fund (503) Non-Recurring/Non-Project (0001) in the amount of $75,235. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Also, approve an exception to the capital freeze for the equipment purchased from these grant funds for the temporary monitors. (C-85-10-027-G-00)
