26. ENVIRONMENTAL PROTECTION AGENCY AIR 105 GRANT Approve an Intergovernmental Agreement between US Environmental Protection Agency (A-00905211-0) and Maricopa County through the Air Quality Department , in the not-to-exceed amount of 1,508,298. This Intergovernmental Agreement is funded by a grant from US Environmental Protection Agency, (A-00905211-0). The purpose of this Intergovernmental Agreement is to continue support for activities related to improved air quality. This Intergovernmental Agreement is effective from October 1, 2010 until September 30, 2011. Authorize the Air Quality Director or Deputy Director to sign all documents related to these grant funds. The grant allows a 14.2% rate for indirect costs, or up to $187,547 which may be incurred by the Air Quality Department or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Air Quality Department’s composite indirect cost rate at 14.2%, or $187,547. The recoverable indirect cost of administering this grant is $187,547; the non-recoverable indirect cost is $0. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
