57. APPLICATION AND ACCEPTANCE OF EPA ENVIRONMENTAL EDUCATION GRANT Approve the application and acceptance of grant funds from the Environmental Protection Agency (EPA) Office of Environmental Education, (EPA-EE-12-01), in the not-to-exceed amount of $288,000 for the purpose of increasing public awareness and knowledge about environmental decisions and take responsible actions toward the environment. The required matching non-federal share is $72,000 which equals 25% of the entire cost of the project. Matching funds will be used from an existing enforcement settlement. The grant award begins on 02/18/2013 and ends on 02/18/2014. Authorize the Control Officer to sign all documents related to these grant funds, as applicable. The grant allows a 26% rate for indirect costs, or $44,571 which may be incurred by the Air Quality Department or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Air Quality Department 's composite indirect cost rate at 26%, or $44,571. The recoverable indirect cost of administering this grant is $44,571; the non-recoverable indirect cost is $0. Upon receipt of funds and pursuant to ARS §42-17106(B), approve increase to the FY 2013 revenue and expenditure appropriation in the Air Quality Department (850) Air Quality Grants Fund (503) Non Recurring Non Project (0001) associated with the grant in the amount of $192,000. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Funding for this agreement is provided by a Grant from the Environmental Protection Agency (EPA) Office of Environmental Education. The overall grant budget will be adjusted as necessary to accommodate this grant through future reconciliation. (C-85-13-005-G-00)
