54. AGREEMENT WITH U.S. DEPARTMENT OF HOMELAND SECURITY Approve an Agreement between the U.S. Department of Homeland Security (DHS) and Maricopa County through the Air Quality Department, in the not-to-exceed amount of $599,680. This Agreement is funded by a grant from the US through the DHS (2006-ST-091-000003-07). The purpose of this Agreement is to continue funding for the seventh year of the BioWatch program. This Agreement is effective from September 1, 2012 until August 31, 2013. Authorize the Air Quality Director or Deputy Director to sign all documents related to these grant funds. The grant allows a 26% rate for indirect costs, or up to $123,743 which may be incurred by the Air Quality Department or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Air Quality Department’s composite indirect cost rate at 26%, or $123,743. The award does not include equipment expenses. The recoverable indirect cost of administering this grant is $123,743; the non-recoverable indirect cost is $0. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
