20. UTILITY AGREEMENT WITH SRP FOR NEAR ROAD MONITORING SITE AT 1891 W. FAIRMONT DRIVE Approve an Agreement between SRP and Maricopa County through the Air Quality Department, for the purpose of establishing a federally required near road monitoring site (EPA) at 1891 W. Fairmont Drive, Tempe. This Agreement is non-financial and is effective from April 24, 2013 until April 23, 2014. The EPA requires establishment of a near-road monitoring site by January 1, 2014 as per new federal regulations to monitor air near the highest concentration high-traffic areas. Maricopa County is required to do this monitoring based on population and traffic volume. (C-85-13-011-3-00)
