18. AMENDMENT TO AGREEMENT WITH US ENVIRONMENTAL PROTECTION AGENCY TO MONITOR PM2.5 Approve an Agreement between the US Environmental Protection Agency and Maricopa County through the Air Quality Department in the not-to-exceed amount of $98,100. This amendment is funded by a grant from US Environmental Protection Agency, PM-98954601 which increases the federal funding by $98,100. This amendment is effective from April 1, 2013 to March 31, 2014. All other terms and conditions of the Agreement remain in full force and effect. The FY2013-14 Air Quality composite indirect rate of 22.6% will be applied to the direct charges of $88,865 less capital expenditures of $48,000. Indirect costs of $9,235 are fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S 42-17105. (C-85-14-006-G-00)
