18. EXECUTIVE COMPENSATION PACKAGE FOR AIR QUALITY DEPARTMENT DIRECTOR PHILIP MCNEELY Approve an Executive Compensation Package (ECP) for Philip McNeely, an unclassified Director in Air Quality. If approved, this ECP agreement will authorize a deposit of 80 hours of vacation time and 80 hours of sick leave to Philip McNeely and award him a schedule 3 leave accrual effective October 13, 2014.
