21. ENVIRONMENTAL PROTECTION AGENCY ENVIRONMENTAL EDUCATION MODEL GRANTS PROGRAM Grant approval to submit an application, and accept grant funds upon award from the Environmental Protection Agency (EPA) Office of Environmental Education in the amount of $192,000 or less. The grant application is to compete for a federal award to support an environmental education project that will increase public awareness, knowledge, and consciousness of environmental issues, and develop participants’ skills to make informed environmental decisions and cultivate environmentally responsible behavior. The RFP requires exactly 25%, which is no more than $48,000 of the EPA funds to be awarded to eligible sub-recipients in the form of sub-grants of $5,000 or less. Such sub-recipients are participants in the project such as partners, schools or non-profits. The grant award will begin no earlier than June 1, 2015 and end within two years. The RFP requires that this environmental education project be replicable in another State, thus a partner outside of Arizona will be involved. The Maricopa County Air Quality Department indirect rate for FY15 is 23%. Total award indirect costs are estimated to be $26,927 or less and are fully recoverable. The required matching non-federal share is $64,000 which is 25% of the entire proposed project cost of $256,000. Funds from an existing enforcement settlement with Fisher Sand and Gravel will provide the required 25% monetary match of $64,000. Funding for this agreement is provided by a grant award from the Environmental Protection Agency (EPA) Office of Environmental Education. The overall grant budget will be adjusted as necessary to accommodate this grant through future reconciliation. Grant award revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
