22. ENVIRONMENTAL PROTECTION AGENCY ENVIRONMENTAL EDUCATION LOCAL GRANTS PROGRAM Approve to submit an application, and accept grant funds upon award from the Environmental Protection Agency (EPA) Office of Environmental Education in the amount not-to-exceed $91,000 for the purpose of increasing public awareness and knowledge about environmental issues and to develop participants’ skills to make informed environmental decisions and cultivate environmentally responsible behavior. The RFP requires exactly 25% of the EPA funds awarded to be awarded to eligible sub-recipients in the form of sub-grants of $5,000 or less. Such sub-recipients are participants in the project such as partners, schools or non-profits. The grant award will begin no earlier than August 1, 2015 and end in one year. The Maricopa County Air Quality Department indirect rate for FY15 is 23%. Total grant indirect costs are estimated to be $12,762 and are fully recoverable. The required matching non-federal share is $30,333 which is 25% of the entire project cost of $121,333. Funds from an existing enforcement settlement with Fisher Sand and Gravel will provide the required 25% monetary match of $30,333. Funding for this agreement is provided by a grant award from the Environmental Protection Agency (EPA) Office of Environmental Education. The overall grant budget will be adjusted as necessary to accommodate this grant through future reconciliation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. (C-85-15-015-G-00)
