27. AIR QUALITY DEPARTMENT REQUEST FOR REVIEW OVER BASELINE Per the Board approved FY 2016 Budget Guidelines and Priorities, approve allowing the Office of Management & Budget to review the following requests over baseline: • Budget for extra 8 hours of base pay and benefits per FTE for FY 2016 totaling $3,095 (Operating expense, Fund 100) • Replacement of non-functioning or end-of-useful life air monitoring equipment, $409,700 (Non Recurring expense, F100) The Air Quality department is requesting $409,700 in non-recurring General Fund expenditures in order to replace non-functioning or end-of-useful life air monitoring equipment including gas analyzers, calibrators and data loggers. For the past several fiscal years the department has depended on the General Fund for the purchase of this equipment and is requesting that General Funds be utilized again for this capital equipment in FY 2016. The primary driver for this request is concern expressed by the regulated community that certain activities of the department, such as the Air Monitoring Program, benefit the general public and should not be fully funded by fees.
