28. AGREEMENT WITH EPA, REGION 9 FOR DELEGATION OF THE FEDERAL PREVENTION OF SIGNIFICANT DETERIORATION PROGRAM Approve a(n) Agreement between EPA, Region 9 and Maricopa County through the Air Quality Department , for the purpose of Delegation of the Federal Prevention of Significant Deterioration (PSD) Program set forth in 40 CFR 52.21 by the United States Environment Protection Agency, REGION 9. This Agreement is non-financial and is effective from February 3, 2016 until no end date. Maricopa County has an existing agreement with EPA Region 9 that was executed in December 1993 whereby the Federal PSD air quality program is delegated to the Maricopa County Air Quality Department. The key requirement in the agreement is that EPA has to cosign up to ten PSD permits issued by Maricopa County. The new proposed agreement removes that requirement and provides other updates. The agreement has been signed by the Acting Air Division Director at EPA Region 9. (C-85-16-005-3-00)
