13. AGREEMENT FOR DONATION FROM THE ARIZONA ASTHMA COALITION FOR THE MARICOPA COUNTY AIR QUALITY DEPARTMENT FIREPLACE RETROFIT PROGRAM Approve and authorize the Chairman to execute an Agreement between the Maricopa County Air Quality Department (MCAQD) and the Arizona Asthma Coalition (AAC) for AAC to provide a restricted donation of $9,000 in matching funding to MCAQD for the Fireplace Retrofit Program and accept the funds. This Agreement will provide matching funds to support MCAQD’s Fireplace Retrofit Program which encourages the conversion of wood burning fireplaces to cleaner burning gas fireplaces, to aid in the reduction of particulate matter 2.5 (PM 2.5) during the wood burning season. This funding will supplement funding provided by MCAQD to residents in two targeted areas in the MCFRP program area, closest to the highest concentrations of PM 2.5 readings. The term of this Agreement shall commence on the Effective Date and end on June 30, 2019. PM 2.5 is an EPA pollutant that is known to cause damaging health issues, including acute asthma symptoms leading to hospitalization and heart disease, as the tiny pollutant can deposit deep into the lungs and enter the blood stream. If PM 2.5 should exceed the EPA 24 hour or annual standard, this could lead to more stringent regulations and negative economic impacts for Maricopa County. Donation revenue funds are deposited into Fund 504 as they are received. Donation funds are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditures of these revenues are not prohibited by the budget law. The approval of this action requested does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to ARS 42-17105. (C-85-19-004-M-00)

27. AMENDMENT TO THE AGREEMENT WITH ARIZONA ASTHMA COALITION FOR COUNTY FIREPLACE RETROFIT PROGRAM MATCHING FUNDS Approve and authorize the Chairman to execute Amendment No. 1 to the Agreement between the Maricopa County Air Quality Department (MCAQD) and the Arizona Asthma Coalition (AAC) to extend the use of remaining previously donated funds to a new time period to end by the end of December 2022. This Amendment will allow for the remaining balance of AAC donated funds to be increased up to $1,000 per residence towards their fireplace retrofit costs for residents who live up to a three-mile radius from the nearest air quality monitor. The program is consistent with Maricopa County Air Quality Department’s (MCAQD) mission “to provide clean air to Maricopa County residents and visitors so they can live, work, and play in a healthy environment.” (C-85-19-004-M-01)
