22. AMENDMENT TO AGREEMENT WITH ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY FOR VOLUNTARY VEHICLE REPAIR PROGRAM Approve an Amendment to an Agreement between Arizona Department of Environmental Quality (ADEQ) and Maricopa County through the Air Quality Department, for the purpose of allowing ADEQ to administer the Voluntary Vehicle Repair Program (“VVRP”) on behalf of Maricopa County, as required by A.R.S. §49-474.03. This Amendment to the Agreement is non-financial and is effective from July 1, 2020 until June 30, 2021. The Voluntary Vehicle Repair and Retrofit Program (VVRRP) was enacted (Laws 1998, Chapter 217, § 19) to provide assistance to the owners of vehicles that were 12 years old or older to help them comply with the requirement to successfully repair vehicles that had failed emissions inspections. Arizona law (A.R.S. §49-474.03) requires Maricopa County and Pima Counties to operate and administer a VVRRP in Area A and Area B (A.R.S. §49-541) and to coordinate the program with ADEQ and the Arizona Department of Transportation (ADOT). The program is required to provide for quantifiable emission reductions based on actual emissions testing performed on the vehicle before and after repair. This Amendment to the Agreement will allow ADEQ to implement the VVRP on behalf of Maricopa County. The Amendment to the Agreement extends the date of the initial agreement and terminates June 30, 2021. (C-85-19-017-3-01)
