WITHDRAWAL OF PROVISION FROM NEW SOURCE REVIEW STATE IMPLEMENTATION PLAN SUBMITTAL Approve the authority for the Air Quality Director to withdraw the interprecursor trading program provision from Maricopa County Air Pollution Control Regulations Rule 240 (Federal Major New Source Review (NSR)), Section 304.4(e)(1)(Offset and Emission Reduction Requirements- Interpollutant Offsetting) adopted on December 11, 2019 from the Maricopa County Air Quality Department’s (MCAQD’s) NSR State Implementation Plan (SIP) submittal submitted to the U.S. Environmental Protection Agency (EPA) on December 20, 2019 for MCAQD’s NSR preconstruction permitting program for new and modified stationary sources of air pollution.
