35. INTERGOVERNMENTAL SERVICE AGREEMENT WITH MADISON ELEMENTARY SCHOOL DISTRICT #38, FEDERAL DIESEL EMISSIONS REDUCTION ACT (DERA) STATE CLEAN DIESEL GRANT PROGRAM Approve and authorize the Chairman to execute an Intergovernmental Service Agreement (IGA) between the Maricopa County Air Quality Department (MCAQD) and Madison Elementary School District #38 for MCAQD to provide up to $205,886 in federal DERA sub-award funding to Madison Elementary School District #38 for the replacement of one diesel powered school bus. The Agreement is effective from October 1, 2021 to September 30, 2022. This agreement will provide up to $205,886 in funds to support the State Clean Diesel Grant Program and benefit air quality by replacing one legacy diesel bus. One 2005 model year Thomas Built diesel school bus will be replaced with one 2021 zero emissions all electric bus. Matching funds of 55% will be provided by Madison Elementary School District #38. The project term is upon final agreement signature and expires September 30, 2022. An amount of up to $205,886 from this award will be passed through to the sub awardee(s) for vehicle replacement or retrofit during the state grant period from October 1, 2021 to September 30, 2022. The program is consistent with Maricopa County Air Quality Department’s (MCAQD) mission “to provide clean air to Maricopa County residents and visitors so they can live, work, and play in a healthy environment.” This project is in District 3. 43. AMENDMENT TO IGA WITH MADISON ELEMENTARY SCHOOL DISTRICT #38 FOR FEDERAL DIESEL EMISSIONS REDUCTION ACT (DERA) STATE CLEAN DIESEL GRANT PROGRAM Approve and authorize the Chairman to execute an Amendment No. 1 to the Intergovernmental Services Agreement (IGA) between the Maricopa County Air Quality Department (MCAQD) and Madison Elementary School District #38 for MCAQD to extend their grant agreeme nt until March 31, 2023, to accommodate replacement vehicle delays due to manufacturer supply chain issues. There is no budget change to the original Agreement. This IGA Amendment will extend the project period to support the State Clean Diesel Grant Prog ram and benefit air quality by replacing one legacy diesel bus. One 2005 model year Thomas Built diesel school bus will be replaced with one 2021 zero emissions all electric bus. The program is consistent with Maricopa County Air Quality Department’s ( MCAQD) mission “to provide clean air to Maricopa County residents and visitors so they can live, work, and play in a healthy environment.” This project is in District 3.
