13. AQ-2017-008-RULE 336 (SURFACE COATING OPERATIONS) Convene a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), to solicit comments on the proposed revision of Maricopa County Air Pollution Control Regulation III - Rule 336 (Surface Coating Operations) and the associated proposed revision to the Arizona State Implementation Plan (SIP). Following the public hearing, the Board is requested to adopt the proposed revisions to the rule and to approve submission of the revised rule as a revision to the Arizona SIP. Rule 336 establishes limits for the emission of Volatile Organic Compounds (VOCs) from surface coating operations. Rule 336 applies to VOC-containing coatings as well as related activities, such as coating preparation/mixing, coating application, and the cleanup of coating application equipment. The Maricopa County Air Quality Department (MCAQD) is proposing to revise Rule 336 to address rule deficiencies identified by the U.S. Environmental Protection Agency (EPA) to secure full approval of Rule 336 as a revision to the Arizona SIP. The MCAQD is also proposing revisions to address rule recommendations provided by the EPA, incorporate revisions recommended by stakeholders, and make other revisions to improve and clarify the rule. Permit fees are not changing due to this action. (C-85-22-060-X-01)
