56. AGREEMENT WITH US ENVIRONMENTAL PROTECTION AGENCY TO MONITOR PM2.5 Approve an Agreement between the US Environmental Protection Agency (EPA) and Maricopa County through the Air Quality Department in the not-to-exceed amount of $129,245. This assistance is funded by a grant from the US Environmental Protection Agency, Award ID# PM-98T03501-3 which provides full federal funding in the amount of $129,245. The Agreement is effective from April 1, 2022, until March 31, 2023, while the budget is retroactively effective from April 01, 2022, to March 31, 2023. Project budgets are applied annually. This agreement is subject to applicable EPA regulatory and statutory provisions, all terms and conditions of this agreement and any attachments. The FY2021 Air Quality composite indirect rate of 19.75% will be applied to the direct charges of $41,123. Indirect costs of $8,122 are fully recoverable. A capital equipment expense of $80,000 is included. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditures of these revenues are not prohibited by the budget law.
