7. AQ-2022-007-APPENDIX B (STANDARD PERMIT APPLICATION FORM AND FILING INSTRUCTIONS) Convene a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), to solicit comments on the proposed revision of Maricopa County Air Pollution Control Regulations, Appendix B (Standard Permit Application Form and Filing Instructions). Following the public hearing, the Board is requested to adopt the proposed amendments to the appendix. Appendix B is part of Maricopa County Air Quality Department’s (MCAQD’s) Title V permit program. It provides prospective Title V permit applicants with the filing instructions and standard application form. MCAQD is proposing to revise Appendix B by removing the filing instructions and standard permit application form from the appendix. Since the adoption of Appendix B, improvements have been made to the Title V permit application process. The process has evolved by implementing an online filing platform, providing easily accessible permitting resources, and ensuring all application forms are fillable and compatible with the online platform. The current version of Appendix B is outdated and obsolete, with prospective Title V permit applicants referring to the MCAQD website to obtain all current versions of application forms and instructions. While changes have been made to the Title V permit application process, the information required in the application remains the same to abide by requirements set forth in 40 CFR 70.5(c). The revision will include the addition of a statement providing the website link to the MCAQD webpage which includes all current Title V permit application forms and instructions. These revisions will make it easier for the application form and instructions to be updated in the future without having to go through the rulemaking process. (C-85-23-045-X-00)
