27. COMMITMENT TO JOIN THE COALITION TO APPLY FOR FUNDING UNDER THE CLIMATE POLLUTION REDUCTION GRANT PROGRAM, IMPLEMENTATION PHASE FOR THE PHOENIX-MESA-CHANDLER MSA Approval of the letter of commitment to join the coalition, led by the City of Phoenix, to apply for federal funding under the Climate Pollution Reduction Grant Program, Implementation Phase for the Phoenix-Mesa-Chander metropolitan statistical area (MSA). As part of this application, Maricopa County is requesting funding for the following projects: •Continuation of a low-income HVAC replacement program •Development and implementation of a residential fireplace electrification program •Implementation of the Maricopa County Electric Vehicle Infrastructure plan •Development and implementation of a program to encourage the adoption and use of zero-emission, electric lawn mowers for commercial use •Incentivize the purchase of 250 electric lawnmowers for use in government, university, and commercial landscaping fleets (C-85-24-036-X-00)

27. MOA WITH CITY OF PHOENIX On March 27, 2024, the Maricopa County Board of Supervisors approved a letter of commitment for Maricopa County to join a coalition, led by the City of Phoenix, to apply for federal funding for the Phoenix-Mesa-Chandler metropolitan statistical area (MSA). On March 29, 2024, the City of Phoenix submitted the application for federal funding on behalf of the coalition. The final step of the application process is for the lead applicant (City of Phoenix) to submit a Memorandum of Agreement (MOA) signed by all coalition members, to demonstrate the other members’ commitment to the coalition. The Agreement outlines the coalition’s activities and establishes the roles and responsibilities of the Parties. The City of Phoenix and Maricopa County Air Quality Department request the Board of Supervisors approve and sign the MOA. The City of Phoenix must submit the signed MOA to the U.S. Environmental Protection Agency (EPA) by July 1, 2024, for the funding request to be considered. This Agreement shall govern the performance of the Parties from the date attested to by the City Clerk through January 31, 2030, unless earlier terminated by a Party in accordance with the terms of this Agreement.
