56. PARTICIPATION IN THE U.S. ENVIRONMENTAL PROTECTION AGENCY FY 2025–2026 STATE CLEAN DIESEL GRANT PROGRAM Approve Maricopa County’s participation, through the Air Quality Department (MCAQD), in the U.S. Environmental Protection Agency (EPA) State Clean Diesel Grant Program (DERA) for federal fiscal years 2025 and 2026, and authorize MCAQD to submit all related grant application forms and documents. The DERA program facilitates the upgrade, retrofit, or retirement of older diesel engines and vehicles—including buses, heavy-duty trucks, and nonroad equipment—to reduce harmful emissions affecting air quality. EPA estimates base funding of $336,226 for FY 2025 and $336,226 for FY 2026, or $672,452 combined, per participating state. These estimates are not an approved County award. The final allocation and amount requested by MCAQD will be confirmed during the application process. This action authorizes participation and application activities only; it does not accept a federal grant award or approve subaward agreements. MCAQD will return to the Board for approval of any resulting grant agreement and associated budget, and for subaward approvals, as applicable. The grant award amount, project period, direct administrative costs, applicable indirect cost rate and allowable recovery, pass-through funding, and subrecipient cost-share will be addressed in subsequent approval requests. No County cash or in-kind match is requested by this item. Any proposal to provide voluntary matching funds to qualify for additional EPA bonus funding would be presented separately for Board consideration. (C-85-27-017-X-00)
