31. IGA WITH STATE OF ARIZONA FOR THE SAFE ROUTES TO SCHOOL PROGRAM Approve the Intergovernmental Agreement (IGA) (JPA 09-002M) between State of Arizona by and through its Department of Transportation, Multimodal Planning Division and Maricopa County by and through its Department of Public Health for the Safe Routes to School Program. This IGA provides funding in the amount of $43,958 and shall become effective upon filing with the Secretary of State and shall remain in force and effect for 24 months from the date of execution. Although the grantor is allowing the budget spread up to 24 months, the program's intention is to spend the entire funding in FY 2008-09. Also, approve revenue and expenditure appropriation adjustments to the Department of Public Health (860) Grant Fund (532) Operating Budget (0000) associated with the aforementioned grant in an amount of $43,958 for FY2008-09. The appropriations adjustment is necessary because these funds were not included in the FY 2008-09 budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditures of these revenues are not prohibited by the budget law. The approval of this budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The Department of Public Health’s indirect rate for FY 2008-09 is 18%. The grant allows for full indirect; therefore, indirect costs are estimated at $6,705 and are fully recoverable. Funds for this grant are from Arizona Department of Transportation and do not affect the County general fund. (C-86-09-035-3-00)
