49. CONTRACT FOR SERVICES WITH LEXISNEXIS COMPANY VITALCHEK NETWORK INC Approve the Sole Source Contract for Services between LexisNexis Company VitalChek Network Inc. (VitalChek) and Maricopa County through its Department of Public Health to provide remote order processing of certified copies of vital records on behalf of the department’s Vital Records Program. VitalChek will collect the established fees for the certified record copies and provide the payment to the department of approximately $150,000 annually. This is a fee-for-service agreement and the expected annual revenue will depend on the number of records requested. The agreement will begin on January 1, 2010 through December 31, 2014. The Department of Public Health’s fee fund indirect rate is 16.8%. Full indirect costs are estimated at 21,575 all of which is recoverable. In accordance with Maricopa County Procurement Code MCI-343-D1, a Sole Source contract is justified based on the necessity that these services need to be compatible with the current operational system already in place at the Arizona State Vital Records Office. All procedures, including a two week advertisement have been followed. The Arizona Department of Health Services’ (ADHS) Vital Records Office has been using VitalChek since 1993 and recommends the department utilize their processing services as well.
