28. APPROPRIATED BUDGET FOR PERSONNEL INCREASE WITH PUBLIC HEALTH OFFICE OF PREPAREDNESS AND RESPONSE PROGRAM Pursuant to A.R.S. 42-17106(b), approve an increase to the Public Health (860) Public Health Grant Fund (532) Non Recurring Non Project (0001) appropriated expenditure budget in the amount of $743,445 to utilize unrestricted accumulated cost pool fund balance. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditures of these revenues are not prohibited by the budget law. The approval of this budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The appropriation adjustment is necessary to insure compliance with the Funded Position Policy and will allow for the creation of new contract positions in the Public Health Office of Preparedness and Response Program.
