68. GRANTEE AGREEMENT WITH THE FIRST THINGS FIRST - PRE AND POST NATAL OUTREACH IN SOUTH PHOENIX Approve the Grant Award from the Arizona Early Childhood Development and Health Board, First Things First (FTF-RC014-13-0378-02) Pre and Post Natal Outreach grant in South Phoenix to Maricopa County through its Department of Public Health (MCDPH) to provide funding in the not-to-exceed amount of $400,461 for the budget period July 1, 2012 to June 30, 2013. The Department of Public Health FY 2012-13 indirect rate is 15.8%. Grant indirect costs are reimbursed at a rate of 10%. Therefore $36,406 is allowable and $21,115 is unallowable. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-13-013-3-00)

AMENDMENT TO GRANT AWARD WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR PRENATAL OUTREACH PROGRAM SOUTH PHOENIX Approve Grant Renewal Amendment No. 1 to Grant Award (FTF-RC014-13-0378-02-Y2) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for Prenatal Outreach Program for South Phoenix region. The grant award not-to-exceed amount is $400,461 for the renewal award period July 1, 2013 through June 30, 2014. All other terms and conditions remain unchanged and are according to the original award documents, clarification documents and renewal submission documents. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2013-2014 is 15%. The full indirect costs are estimated at $54,608 of which $36,406 is recoverable and $18,203 is unrecoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-13-013-3-01)

RENEWAL AMENDMENT TO GRANT AWARD WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR PRENATAL OUTREACH PROGRAM SOUTH PHOENIX Approve Grant Renewal Amendment for Grant Award (FTF-RC014-13-0378-02-Y3) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for Prenatal Outreach Program for South Phoenix region. The grant award not-to-exceed amount is $399,806 for the renewal award period July 1, 2014 through June 30, 2015. The Grantee is responsible for all update Standards of Practice located for reference in the First Things First Grant Management system known as PGMS under Grantee Resources. All other terms and conditions remain unchanged. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2014-2015 is 14.8%. The full indirect costs are estimated at $53,792 of which $36,346 is recoverable and $17,446 is unrecoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation.
