65. PURCHASE ORDER TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR WELL WOMAN HEALTHCHECK PROGRAM Approve Purchase Order (PO) No. (ADHS13-029502:4) for Intergovernmental Agreement (IGA) Contract No. (ADHS13-029502) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), to provide funding for the Well Woman Healthcheck Program. The program provides breast and cervical cancer screening and diagnostic services for uninsured or underinsured women. The PO not-to-exceed amount is $259,250 for the budget period, July 1, 2013 through December 31, 2013. The contract is set to expire December 31, 2013. No expenditures shall be made after December 31, 2013, unless the contract is extended. The period of performance is July 1, 2013 through June 30, 2014. If the contract is extended the standing PO will be valid through June 30, 2014. All other terms and conditions remain in full force and affect. MCDPH’s Indirect Rate for FY2013-14 is 15%. The indirect costs are estimated at $11,130, which are fully recoverable. Payments to sub-recipients in the amount of $173,920 are not subject to the indirect rate per OMB Circular A-87. The County should accept this PO, even though the full indirect includes sub-recipient cost, which is not subject to the indirect rate because the Department of Public Health has provided breast and cervical services to the public since January 2003 and serves over 3,000 cases annually. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-13-026-G-02)
