56. GRANT AGREEMENT WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR SERVICE COORDINATION OF FINDHELPPHX WEBSITE Approve Grantee Agreement (GRA-MULTI-14-0687-01) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding to support the ongoing development and staffing of the existing FindHelpPhx.org website operated by MCDPH. The fund not-to-exceed amount is $100,000 for a six (6) month contract period, January 1, 2014 through June 30, 2014, with an option for renewal for one (1) additional twelve (12) month period. The term of the contract is January 1, 2014 through June 30, 2015. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2013-2014 is 15%. The full indirect costs are estimated at $13,636 of which $9,091 is recoverable and $4,545 is unrecoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-14-087-3-00)

RENEWAL AMENDMENT TO GRANT AWARD WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR SERVICE COORDINATION OF FINDHELPPHX WEBSITE Approve Grantee Renewal Amendment to Grant Award (GRA-MULTI-14-0687-01-Y2) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding to support the ongoing development and staffing of the existing FindHelpPhx.org website operated by MCDPH for East Maricopa, Northwest Maricopa, Phoenix North, Phoenix South, Southeast Maricopa, Southwest Maricopa Regions. The fund not-to-exceed amount is $100,000 for contract period, July 1, 2014 through June 30, 2015. The term of the contract is January 1, 2014 through June 30, 2015. The Grantee is responsible for all update Standards of Practice located for reference in the First Things First Grant Management system known as PGMS under Grantee Resources. All other terms and conditions remain unchanged. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2014-2015 is 14.8%. The full indirect costs are estimated at $13,455 of which $9,091 is recoverable and $4,364 is unrecoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation.
