69. IGA WITH CITY OF PHOENIX FOR THE LEAD HAZARD PROGRAM Approve a retroactive Intergovernmental Agreement (IGA) between City of Phoenix (COP), Lead Based Paint Hazard Reduction and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for the Lead Hazard program. The Lead Hazard program will provide education, blood testing of children and case management. The budget period is December 1, 2014 through November 30, 2017 for a total budget amount not-to-exceed $339,631. The retroactive is due to the processing time of the IGA at COP. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the IGA. MCDPH indirect rate for FY2014-2015 is 14.8%. The full indirect costs are estimated at $45,696 of which $30,876 is recoverable and $14,820 is unrecoverable. The In-kind budget included in the IGA is referencing exiting general fund expenses, no new general funds will be affected. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-15-095-3-00)
